The National Hispanic Christian Leadership Conference (NHCLC) has named Dr. Joseph Castleberry as vice president of government relations, bringing a longtime board member into a senior leadership role focused on advancing the organization’s public policy work.
Castleberry has been a trusted voice within the NHCLC for years, helping shape key organizational initiatives. In this new role, he will lead NHCLC’s engagement with policymakers and partners, focusing on strengthening relationships and advancing priorities in faith, family, and human dignity.
“Dr. Castleberry brings both conviction and clarity to this assignment,” said Rev. Samuel Rodriguez, president of the NHCLC. “He understands the moment we are in, and he knows how to build bridges that advance truth and protect faith. His voice and leadership will help us engage government with purpose and with impact.”
A seasoned leader with decades of experience, Castleberry’s background spans higher education, public engagement, and coalition-building, with a background working across sectors to move issues forward. His work has often centered on bringing together leaders from different fields to address challenges that require both policy and partnership.

In his new role, Castleberry will lead NHCLC’s government relations strategy, focusing on legislative engagement, coalition-building, and advancing policies aligned with the organization’s mission.

Castleberry previously served on the NHCLC board, where he contributed to the organization’s growth and direction. His appointment comes as the NHCLC continues to build on 25 years of work equipping leaders and engaging the culture with a clear sense of mission.
